[1] For if the domages and ſkathes cõmitted by theeues and robbers were equally pondered with the hurtes and hinderances whiche dayly growe by open warre againſt any forein nation,Scotlãde more endomaged by domeſticall theeues than by forain eni|mies. it may well appeare, that more harme ariſeth, and more heynous cruelties are exerciſed agaynſt the poore and miſerable commons and innocent people by ſuch as liue by reife and ſpoyling at home, than by any outward enimies, be they neuer ſo fearce and ſtrong in the field.
